Hello.
PPL 0.9 is a very old release and it is no longer maintained.
Please download the latest version and use that one.

Include <cstdlib> for exit().

What are you trying to achieve by defining C_INCLUDE_PATH, CXX_INCLUDE_PATH
and LIBRARY_PATH this way?
