Log message:
	Rename adjust_space_dimension to increase_space_dimension, and
	num_non_equalities to num_proper_congruences.  Only count proper
	congruences in num_proper_congruences.  Take out method
	saturates_all_congruences.  Make the member access permissions more
	sensible.  Enable the definition of zero_dim_empty.
