Log message:
	Restore the declaration of add_congruence(c), and add a new
	declaration for add_congruences_and_minimize(cs).  Take out the
	add_congruence_and_minimize(cs) declaration.  Improve the ordering of
	the public definitions.  Define add_congruence(c) and
	add_congruence_and_minimize(c).
