Log message:
	The functions is_valid_base() and is_scalar_for_poly() have both been
	replaced by is_scalar_representation() in util.cc.  The function
	assign_polynomial_part() has been improved and renamed
	isolate_polynomial_part().  All the new functions have been documented
	properly.
