Log message:
	Add private method Congruence_System::Congruence_System(d).  Update
	Grid::construct(const_gs) to only copy the given gs when needed.
	Update both Grid construct methods and their callers so that the
	initially constructed versions of con_sys and gen_sys are used when
	the grid is empty.
