Log message:
	Changed add_recycled_congruence_and_minimize() to use
	recycling_insert() when adding a congruence.
	
	Corrected insert() in Congruence_System.cc so as to correctly
	deal with the case that the dimensions of the congruence system
	to be added are less than that of *this.
