Log message:
	Add versions of reduced_scalar_product_assign and
	scalar_product_assign which accept parameters.  Add method
	set_is_equality.  In normalize set the inhomogeneous term to the
	modulus when the coefficients are all zero.  Correct the loading of
	the "m" in ascii_load.
