Log message:
	In Polyhedron::strongly_minimize_constraints() and
	Polyhedron::strongly_minimize_generators() corrected the bug shown by
	minconstraints3.cc and mingenerators3.cc: now we verify if the polyhedron
	is not empty and zero-dimensional.
